There is an analogy with Microsoft, who chucked out most of the planned
new features from the forthcoming Windows Vista in order to get the
massive unwieldy thing to work at all.
There was a rumour on the EMIS list that Choose and Book (TM) may be
downgraded to mean "any locally-organised electronic booking system that
has an element of patient choice somewhere in the system". We have one of
those already; it works tolerably well, and the team that run it are
responsive to requests and constructive criticism from the users.
Job done. Congratulations, Minister!
