Background
Southwark Primary Care Trust (Southwark PCT) is responsible for
planning, commissioning and delivering healthcare, health improvements
and health protection for people living in the London Borough of
Southwark. The project will be led at Southwark by Dr. Phil Atkinson.
UCL is one of the world's leading universities, comprising a community
of 24,500 staff and students engaged in productive partnerships around
the world. It is the largest of over 50 colleges and institutes which
make up the federal University of London. A group within the Centre for
Advanced Spatial Analysis (CASA: including researchers working in the
Department of Geography and Bartlett School for Architecture and Town
Planning) develops emerging computer technologies in several disciplines
which deal with geography, space, location, and the built environment.
The project will be led at UCL by Professor Paul Longley, Dr. David
Ashby and Professor Richard Webber.
KTPs have been set up so that the knowledge learned in the private and
academic sector can be transferred into the public sector.

Southwark PCT improve the health of local residents through the
provision of more responsive services and more effective health
promotion strategies. The KTP Associate will learn innovative techniques
in neighbourhood health analysis and in the health application of
consumer type profiling before working to embed this within the skill
mix of the organisation. The technology developed during the Programme
will be transferable to other PCTs across the country and to similar
organisations in other settings such as police, social services and
education.
The appointee will work together with a second KTP Associate and
together they will develop systems to measure and monitor the
even-handedness of GP referrals across Southwark as a key operational
and strategic component of demand management and to develop methods to
precisely target health promotion campaigns in a cost effective way.
Tackling key areas such as cancer screening, sexual health, vaccination
and diet will lead to significant cost savings for the PCT.
Person Specification
It is expected that the successful candidate will have the following
characteristics, experience and abilities:
* A recent good degree, 2:1 or better, in geography, GIS or a
related subject. An MSc in a relevant area would be desirable.
* Vacation or other work experience of working in public services,
ideally in resource allocation.
* Preferably some skills in database handling, geographic
analysis, statistical analysis and Web-based applications.
* Knowledge of macro and programming languages, particularly
Visual Basic.
* An ability to work in a challenging office environment as part
of a multi-disciplinary team
* Motivation and enthusiasm to work with new technologies applied
to the health sector
* Good interpersonal skills and the ability to liaise between
different departments in a number of organisations
* Understanding of the requirements of involving a range of public
sector stakeholders.
The successful candidate will be encouraged to undertake a higher degree
- a MSc by research or (preferably) a PhD at UCL - and will be required
to complete a NVQ4 qualification in Management
