11) General Background of Project or Assignment:
The Consultant will prepare the Second Edition of the “Practical Guide to the
Systematic Use of Standards & Indicators in UNHCR Operations”, based on the
Fisrt Edition dated January 2004.
12) Purpose and Scope of Assignment (concise and detailed description of
activities, including measurable outputs and delivery dates, impact indicators
(what qualitative and quantitative results would be achieved upon completion
of consultancy), performance indicators (timelines, value of the service
rendered in relation to the cost, timeliness) and work plan.):
* Compile all the comments received on the first edition of the Field guide
from DOS experts, PCOS/PGDS staff as well as the various Champions on
Standards in the field, external partners and other actors and incorporate
them into the second edition.
* Rewrite some of the chapters, specially the Data collection and GIS
chapters, in coordination with PGDS.
* Update other chapters with new methodology introduced in UNHCR, such as
Gender and Age Mainstreaming, Situation Analysis, new format of the Country
Operations Plan (COP) and the new Standards and Indicators Report (SIR).
* Incorporate into the second edition of the existing Field Guide the newly
developped set of standards and indicators related to the Urban and
Reintegration operations.
13) Monitoring and Progress Controls (reports requirements, periodicity,
format, deadlines):
The first and the final drafts should be respectively completed by 31 July and
31 August 2005.
14) Definition of the Final Product (i.e., survey completed, data collected,
workshop conducted, research documents produced, etc.):
Second Edition of the “Practical Guide to the Systematic Use of Standards &
Indicators in UNHCR Operations” distributed.
