Forced Migration Review 25: Prospects of peace in Sudan
As North and South Sudan move towards a tentative peace which yet continues to
be threatened by the ongoing crisis in Darfur, the September issue of FMR will
provide an opportunity for reflection and debate on the protection, return and
reintegration of displaced Sudanese and the opportunities for building a new
Sudan. The FMR Editors are delighted that two key actors in the peace process
have agreed to work as co-advisers: Professor Francis Deng (former Sudanese
Minister of State for Foreign Affairs and from 1992 to 2004 the Representative
of the UN Secretary-General on Internally Displaced Persons) and Jon Bennett,
Team Leader, UN Joint Assessment Mission, Sudan.
In keeping with FMR’s objective of publishing practice-oriented articles,
authors should give prominence to policy implications, lessons learned and
recommendations for replication of good practice. We are looking for articles –
in English or Arabic – related to:
- Naivasha/IGAD peace process: prospects for the implementation of the
Comprehensive Peace Agreement
- Darfur – what should be done?
- Joint Assessment Mission for Sudan and framework for reconstruction and
recovery
- Disarmament, Demobilisation and Reintegration (DDR) programmes
- Property/land rights, restitution and tenure security
- Sustainable Returns Team (joint North-South cooperation on reintegration)
- Humanitarian coordination
- Role of UN peacekeepers
- Role of African Union
- Protection
- Balancing customary and statutory law
- Re-establishment of civil society/democratic governance
- Managing spontaneous returns
- Humanitarian underfunding
- IDPs who choose not to return
- Sudanese refugees in Egypt
- Containing the threat of HIV/AIDS
- Local peace-building initiatives/reconciliation
- Engendering peace and reconstruction
- Diaspora engagement in reconstruction
- Safety of humanitarian workers
