My understanding from past publications of images is slightly different.
The BFI charge for the film still but attaining (c) is a separate
matter. Indeed, the BFI has (once had?) a service to trace (c) holders -
again at a charge - who must then be approached independently for
permissions (they may either grant reproduction free of charge or
charge(sometimes extortionate) rates, as they see fit).
I've had mixed messages from publishers about this idea that a single
frame image is not under copyright (akin to quoting a passage of text)
and wonder if, say, UK and US law differs. I don't know what the period
for images being out of (c) is either. I've also heard it said that
images on the web are regarded as in the public domain and are fair
game.

You don't need permission, as you are not reproducing the whole work,
only a fraction of it (it's different for paintings and photographs
obviously). That is my understanding, as a BFI published writer.
Wherever possible I got artists to supply stills, or I asked them out
of courtesy, but it's not legally necessary. They can ask for a fee,
however, as one of my contributors did. If BFI supply the image they
will almost certainly charge you and that charge should include any
payment/residual. If they're supplying the image they presumably have
permission to do so?
