What about taking everyone's DNA at birth, putting it on a central register
and each time they want to use state services or apply for credit they have to
supply a sample of their DNA produced in-situ. The sales person at Curry's
could be supplied with a mouth swab kit or a pair of tweezers to pluck a hair
from your head. Baldies would have to go for the cheeky option.
If a twin tries to gain a passport in their sibling's name additional proof
would be required by way of having to take their mum to the Passport Office.
If any mistakes are made at the hospital (or by the midwife in home
deliveries) then the NHS would be sued by the data subject, the state or Dixon's,
whoever is the aggrieved party.
You may think this is a bit OTT but I bet you I can find a salesperson who
says their technology would cope with the demands of such a system.
