NEWS ARTICLE
Fourth IST call research projects announced (27 October 2005)The
breakdown of retained proposals includes projects in the fields of
health, road safety, internet security and mobile wireless systems.
These projects were selected from those submitted in response to the
fourth Call for Proposals for Information Society Technology research
under the EU's Sixth Research Framework Programme. Roughly 15% of this
funding (EUR 151 million) will co-finance research on mobile and
wireless systems, aiming inter alia to protect communication systems and
personal data against cyber-crime. The overall goal is to ensure
European leadership in generic and applied technologies at the heart of
the knowledge economy.

eGovernment in the EU - Around half of individuals and enterprises who
used the internet sought administrative information in 2004 (27 October
2005)In the EU25, 45% of individuals aged from 16 to 74 who used the
internet obtained information from public authorities' websites during
the first quarter of 2004. At the beginning of 2004, 51% of enterprises
with internet access obtained information from public authorities'
websites.

Minerva: 27 projects to get the best out of the new educational
technologies (26 October 2005)The Minerva action, named after the Roman
goddess of wisdom, aims to promote European cooperation in the use of
information and communication technologies in education. It is part of
the EU's wide-ranging education and training programme, Socrates. The
European Commission announced on 26 October that it has earmarked EUR 6
million to support 27 new European cooperation projects starting in
2005. The projects will run between two and three years and will help
ensure that new teaching technologies are exploited more effectively in
a wide range of subjects, including languages, business studies and
mathematics.

Danish wholesale market for access and call origination on
mobile telephone networks is competitive - No need to
maintain regulation, confirms the European Commission today (24 October
2005)The Danish regulator, National IT and Telecom Agency (NITA), in
light of its market analysis, decides to withdraw existing regulation on
the market for the supply of access and call origination on 2G and 3G
mobile networks, i.e. wholesale services provided by Mobile Network
Operators to independent service providers (ISPs) and Mobile Virtual
Network Operators (MVNOs).

Italian local loop unbundling market found not be
competitive (24 October 2005)Telecom Italia, sole operator on the
Italian market providing unbundled (including shared) access to the
metallic loops and sub-loops for the provision of broadband and voice
services, will continue to be subject to regulation, confirms the
European Commission in a decision under Article 7 of the EU framework on
electronic communications today.

Jose Manuel Barroso appoints new members of the European
Group on Ethics in Science and New Technologies (24 October 2005)On 19
October 2005 the President of the European Commission Jose Manuel
Barroso appointed the 15 members of the European Group on Ethics in
Science and New Technologies (EGE) under the EGE mandate for 2005 -
2009. 6 of the new members are reappointed from the previous mandate and
9 of the new members are appointed for the first time. The EGE will hold
its first meeting on 25 October 2005 and will on this occasion elect its
President and Vice-President for a new term of four years.

eEurope 2005 Final Evaluation
(Deadline: 28/10/2005) The evaluation will be expected to take account
of, assess and build on analyses already undertaken of progress and
impacts of eEurope 2005 and Modinis. This evaluation of eEurope and
Modinis will provide an assessment of their relevance, effectiveness and
impact, efficiency and utility. An overarching aim of the evaluation is
to assess the EU added value of these initiatives: their impacts at
national level and lessons to be learned that may inform the work
programme development of i2010.

e-Business Interoperability and Standards - A Cross-
sectoral Perspective and Outlook (.pdf, 79 pages)
SMEs are not a homogeneous set. In its analysis of the take up of
standards and technology, this study clearly shows that the adoption
rates and future plans are highly dependent both on the sectors and the
size of the companies involved. A sector led approach to implementation,
that meets national business and cultural requirements, is necessary to
achieve the maximum benefits. This must include
mechanisms to help SMEs set challenging and realistic targets for their
B2B implementations, for accelerated development and harmonisation of
sectoral standard
roadmaps, and for the adoption of all relevant business and technology
agreements.
