Ministerial Conference on eGovernment, Manchester (UK), 

November 2005   (15 March 2005)



The UK Government and the European Commission will jointly organise a Ministerial eGovernment Conference in November 2005. It builds on the 2003 eGovernment Ministerial Conference, the Ministerial Declaration which was adopted, the eGovernment Communication and Council conclusions following it and the progress made by the eGovernment sub-group of eEurope. This conference will be one of the main events during the UK Presidency.

Mergers: Microsoft and Time Warner abandon acquisition of 

control in ContentGuard as Thomson purchases a one third 

stake

  (15 March 2005)



Microsoft and Time Warner have informed the European Commission that Thomson is acquiring a 33% stake in ContentGuard. Although this acquisition by Thomson was announced in November 2004, it only took place on 14 March 2005. As the original operation, whereby Microsoft and Time Warner acquired joint control of ContentGuard, has been abandoned, the companies have withdrawn their notification under the Merger Regulation. ContentGuard is one of the main Digital Rights Management (DRM) patent holders.

What is a researcher? European Commission defines roles and 

responsibilities  (11 March 2005)



The European Commission has today adopted a European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers. These two documents are key elements in the EU?s policy to make research an attractive career, which is a vital feature of its strategy to stimulate economic and employment growth. The Charter and Code of Conduct will give individual researchers the same rights and obligations wherever they may work throughout the EU. This should help counter the fact that research careers in Europe are fragmented at local, regional, national or sectoral level, and allow Europe to make the most of its scientific potential.

Benchmarking e-Europe in the Regions: common indicators, 

comparable data, effective ICT policies

Brussels, Belgium



UNDERSTAND (European Regions UNDER way towards STANDard indicators for benchmarking information society) is an Interreg IIIc project, aiming to compare and evaluate regional development of the Information Society by defining and applying a set of common regional e-indicators on Internet usage by citizens and business, e-government and broadband infrastructure. This will enable policy-makers to better understand the impact of Information Society investment. This first project conference will be an occasion to disseminate first results and to discuss the benchmarking issues and the related policy implications.
