Greetings from the Quality Leaders Project.
I write to see if you know any museum/archives/library services who may be
interested in joining the QLP-Youth. As we start the implementation stage,
it is possible for one or two additional authorities to join. Perhaps you
can pass on the following to any authority you think may be interested. We
are particularly interested in encouraging a museums-library partnership in
this initiative.
The Quality Leaders Project (QLP) is now incorporated in the London
Metropolitan University and being run as partnership between my Department
(Department of Applied Social Sciences - DASS) and the Management Research
Centre (MRC)at Holloway Road. Merton remains an accounting body for our
sponsors, the Paul Hamlyn Foundation (PHF). The University is discussing
the possibility of starting a MSc in Children and Youth, and also looking
into the possibility of setting up a Centre for Studies in Youth. QLP is
part of these initiatives.
It would be good if your authority could join the QLP-Youth programme. As
you know, the programme is one of "management development through service
development" which provides double benefits, in this case in the development
of your staff and development of services to young people. In addition, the
programme involves consulting young people in developing services they need,
and also develops partnership with your Youth Service.
There is a strong "audience development" ("reader development plus")
element to the programme which helps to connect creatively with young people
not previously reached.
The Paul Hamlyn Foundation has provided funds for the 2 year implementation
stage now starting (the earlier 6 month phase was sponsored by the National
Youth Agency). There is a programme to let new
entrants catch up with what they missed in this earlier phase. We have just
advertised for the post of "Lecturer Youth Policy" who will provide links
with policies recommended by the Government for youth services. MRC will be
soon be advertising the post of Research Assistant to support QLP.
As a participant, your authority will need to make some commitments, mainly
in terms of staff time. In return, PHF provides funds to run abut 60
workshops (@ £100 per session) over the two year period and will benefit
from support from QLP-Y. In addition, authorities receive about £5,000 for
equipment as well as overall support and external evaluation.

I hope you will be able to be involved in QLP which was "highly commended"
by CILIP.
As we are about to start the implementation stage, I would appreciate a
quick response. Dean Bartlett from the University's Management Research
Centre or I will be able to provide further details.
Best wishes
