Huh? This was done with a written proposal that was debated
extensively by the full committee and passed with a regular
vote. I wrote first version of the proposal and I certainly
was not the editor.
The only thing a little sneaky was that we convinced the
folks in Washington that this was not a large change and so
the document didn't need another public review (the rules
about this were quite a bit looser than they are now).
