Hello,
The Intel compiler is the follow-on to the CVF compiler.
It's free for non-commercial use for Linux on Intel.
That means the students can get licenses. The Intel web site
invites queries regarding their license policies. Perhaps
the lecturer could ask Intel for some modest support?
(I'm assuming cost is a constraint, and that Linux
on Intel is the low-cost solution to the HW + OS.)

>Hello Sir. I am a Senior Lecturer in the school of Sciences, Ansar-Ud-Deen College of Education, Isolo, Lagos in Nigeria. I have the mandate to lecture Visual Fortran 99 for a set of first year students in my school. The school is new (6 months old) so it lacks any materials such as compiler, books and lecture notes.
