You could presumably automate this to some extent by loading the document into Word and using Find and Replace from the Edit menu. You could search for a 'newline' character or Paragraph mark with More / Special / Paragraph Mark.
So to get the double quotes either side of the commas you'd search for comma and replace with ","
then to get the quotes at the begining and ends of the lines you'd search for Para Mark, and replace with "Para Mark"
You'd probably have to put the quote at the begining of the first line yourself.
Sorry if this is painfully obvious, but on the other hand if my explanation is incomprehensible please get back to me.

We’ve had this problem too.
Documentation in the manuals and the instructions on the upload Glossary page are very inconsistent.
The only way we succeeded in uploading a glossary is by putting all fields between double quotes (“) and seperated by a comma.
" Term 1","This is the definition for Term 1"
" Term 2","This is the definition for Term 2"
" Term 3","This is the definition for Term 3"

Hi: I’ve created and downloaded a Glossary on Blackboard Learning System (Release 6) - 6.2.3.23. The download is a CSV file.
My problem is: I can’t get the Glossary to upload to another course. I’ve followed the manual and onscreen instructions as far as I can see. All I’m getting is a message that no items have been uploaded.
