There have been many ingenious solutions to this - BUT - the only reliable
solution seems to be to use a local testing centre - The Open University
does this - and have it invigilated properly after an identity check - after
all most determined home PC users could have a second keyboard and mouse out
of sight of the webcam operated by someone else!
