How would you measure "results" where the client is unlikely to improve,
won't we just be measuring activity again.
There is the "QUALY" system for measuring the effectiveness of interventions
in terms of improvement to life style and expectancy, but that is just more
work.
And anyway, for some clients, all the intervention in the world isn't going
to improve the outcome.

I can't follow how it could be applied to an EAT system which would grow
with the user or to bespoke kit.

If you go to the National Wheelchair Managers Forum web site
www.wheelchairmanagers.nhs.uk and look at the minutes of the last
meeting (11 April) there is a para on Payment by Results. Although it is
only a short statement, and does talk about 'wheelchairs', prosthetics
and EAT would also be affected.
