Identification and evaluation of standardised datasets for measuring and
monitoring access to health care

Abstract: A recently completed study reviewed the use of routine data to
measure and monitor access to health care in England. Particular questions
were about the potential for monitoring access to care for specific groups
of people, including geographical populations, people with specific
conditions and marginalised groups within the population.
Three aspects of the work will be presented focusing on the uses and
shortcomings of routine data and how our ability to measure and monitor
access might be improved. These are issues about the use of Hospital
Episodes Statistics (HES) data, use of routine data to determine access to
maternity and neonatal care and whether performance indicators are realistic
measures of access to care.
