Recent developments in poverty measurement (with illustrations from recent
developments in Wales, Scotland and England)
Abstract
There is great interest, both domestic and international, in the reduction of
poverty. This raises a key question: How one can tell if poverty has fallen?
Techniques for the measurement of poverty have undergone rapid development in
the last quarter of a century; with the main focus on measure that produce
robust ordering of poverty distributions.
In this talk, I first present the key results of this literature in the form of
a graphical device known as the TIP-curve. Then I will illustrate the use of
TIP-curves in practice using recent data for the constituent countries of Great
Britain.
