Sue,
I don't think there is a legal duty although most Highway Departments
receive a small annual bursery for providing dropped kerbs and most UDP's
will mention the duty to consider the needs of the disabled. We at Knowsley
consider requests for dropped kerbs but these are placed at junctions not
outside the dwelling. It might not be for a car to access the property but
rather for a wheelchair user to get to a vehicle. It is not always good
prcatice to put a drop kerb just anywhere. I can make walking or wheeling
along a pavement more difficult for pedestrians. If there is a driveway with
a drop kerb already in existance close by that can be used then I don't see
a duty.
