I totally agree, I have already tried to get a response from the ODPM
about the new guidance they are developing for part B, (I have already
responded to the Part B consultation itself which has a number of
technical and disability related holes which I brought to the attention
of the DRC in a meeting yesterday, they promised to take a closer look
at the consultation) which only suggests a single (but larger) refuge.I
would like to see more emphasis on adapting rooms next to the stairs and
lifts as refuges.
for hospitals they have horizontal evacuation, however, this is Based on
the FIrecode 1996, which does not take into account the needs of people
with low mobility, vision or learning difficulties.I believe there has
been an up date but this did not go out to consultation, or if it did
out health groups did not her of it, and the old guide is still the only
one on NHS estates website.

yes I totally agree about landings but it is also the combination of
equipment design and the staircase design. some of the evacuation chairs
have metal runners and a lot of designers use open plan, steel grating
steps (see attched sketch). This combination is an accident which has
not happened yet.
the DRC are (hopefully) going to prepare a guide on this subject in the
new year.
