Sue,
I stand to be corrected but I believe historically dropped kerbs have
been provided via Social Services under duties derived from Section 2 of
the Chronically Sick and Disabled Persons Act 1970. Section 2 requires
Social Services to assess for a number of things but includes:
- Help travelling to and from home in connection with participating in
recreational facilities
- Adaptations to your home "designed to secure greater safety, comfort
or convenience"
Social Services have the powers to undertake a financial assessment for
any services they provide.
As with most local authority provision things tend to vary between
regions but I'd suggest you start here. You could also try the Access
Officer and/or highways inspector for that area. Some local authorities
may allow the use of S106 money (Planning gain) for minor works of this
type especially if there have been any large developments within the
immediate vicinity.

Do Local Authorities have any duty to provide a dropped kerb for
disabled people outside their dwelling? The kerb would be 900mm wide,
and not for vehicles. Is this a reasonable adjustment under the DDA?
