I agree with Pete regarding Building Control and the 'thin end of the
wedge'. However, it all depends on whether the project is subject to
Building Regs - if there is no substantial work involved in the
installation, then they would not normally get involved. If it is being
done to accord with DDA, then this allows for such variations in that if the
provision of an accessible toilet would mean substantial financial cost
which cannot be afforded, then in reality they would not be required to
provide it. While 50mm doesn't sound a lot, it can make the difference
between it being used and not. In my experience most accessible WCs are
below spec, because the measurements are done from brickwork to brickwork
without considering linings and tiles. This tends to make them around the
1430-50 mark anyway. If Building Control is involved, try writing an that
Access Statement explaining the problems/constraints and any alternative
solutions you might have. Building Regs is all about 'reasonable'
provision, so it may be possible. It is also better that there is a
facility to be used than nothing for the sake of 50mm.
