Thanks very much for your responses. I agree wholeheartedly that the
critical issue is that lack of customer care, which I find regularly in
privately run facilities such as this; as well as the need for risk
assessments and basic communication. I've emailed the case to the DRC
and am awaiting their response, and am going to consider all your points
when I make my reply.
One positive, I guess, it that I received the complaint via a local
newspaper who have asked me for an opinion; rather than point the finger
at the Council and demand we enforce something we can't enforce.

negotiating strength may be found in following Dave's approach and

very carefully at how well the company have complied with the various
bits
of H&S and DDA legislation thus far to bring them down off their high
horse
and agree a mutually acceptable arrangement while the work is done
