From what I've heard & read, Deborah, it's true that there wouldnt
(couldnt?) have been preparation for a Category 4 Storm, but the
effects would indeed have been 'diminished' especially the flooding,
the breaking of the levees, etc. Of course, the destruction would still
have been terrible, but not so much....
& the Louisiana Reserve troops would have been there....
