I see no evidence that Marcus was written by Joel Chandler Harris. Therefore he cannot be regarded as a valid tar baby. A sort of prose tar baby perhaps.

In defense of Marcus (ahem) I'll just opine that he's yakking
not about what poetry is, but what he thinks it oughta be--how
it should be defined and discussed. His views are not descriptive,
but proscriptive. He's swamped three or four lists that I know of
with his palaver. He's the tarbaby of the web. Ignore him and
he'll go away and find another list to play with. Bye and bye.
