The Fleur Adcock poem I was thinking of is called 'The Prize-Winning Poem",

It doesn't in fact mention green ink or scented paper, or middle-aged men or
notes to the judge, so it might not be the right one, but it makes the right
sort of noises, so have a look at it anyway -- it is actually quite famous.
It finishes:
'What is required is simply the masterpiece we'd all write if we could.
There is only one prescription for it: it's got to be good.'
