He meant a lot of dead Jews.
As regards the Palestinians, I believe Saddam wrote a number of
cheques to the families of suicide bombers. He liked to pose as an
Arab hero and the last remaining hope of Palestinian liberation, which
was to have been accomplished by the mother of all military victories
against the Israelis (with the help of the WMD he turned out not to
have) and the eradication, by the usual peace-loving means, of the
entire Jewish presence in the region. This may have been vain fantasy
rather than a concrete threat - or it may have been an entirely
conscious bluff - but it was indisputably a part of the Great Leader's
schtick.
