If you've read the "torture memos" there's absolutely no doubt that the
culture of abuse reaches way to the top, and begins with the twisting of
international law. It's also linked to the culture of impunity which means
that US soldiers in Iraq are not prosecuted for civilian deaths, and that
these deaths are nearly impossible to get compensation for because of the
secret rules of engagement, which is another awful story.
