Seminar on the cultural value of UK film

The question of the cultural value of UK film is currently an issue of
particular significance given the recent endorsement by the Minister for
Culture, Media and Sport of the inherent value of cultural activities as the
basis for government support.
This is reinforced by the emergence of ‘public value’ as a concept
underpinning the provision of government-funded services (including
broadcasting) and the ‘public good’ arguments addressed in discussions
amongst Treasury, DCMS and the UK Film Council in support of the renewal of
tax incentives for the production of UK films.
However, the identification of the cultural value of UK film has been
limited by conceptual uncertainty concerning what we mean by cultural value
and the lack of means of directly measuring cultural value that are
compatible with the nature of the spending choices faced by government.
This seminar is intended as a contribution to the debate on the cultural
value of UK film and is jointly organised by the UK Film Council and Media
Arts, Royal Holloway, University of London.
Speakers will include, John Ellis (University of London), Gerald Kaufman
(Culture Media and Sport Committee) [election permitting], Sally Hibbin
(Parallax Pictures) and Sylvia Harvey (University of Lincoln).
The seminar will run from 10.15am to 4.45pm.
