The National Institute of Public Health of Mexico is the leading agency in 
charge of public health research, teaching and health system innovation in 
the country, with a history spanning over 17 years. Its 160-strong 
researchers are housed in ample and modern facilities in Cuernavaca, 
Morelos. The Institute works closely with national and local public health 
officials and has the support of a wide range of donors internationally.



The Centre for Health Systems Research (CHSR) is one of four 
problem-oriented Centers within INSP, with over 50 researchers. CHSR is a 
WHO and UNAIDS Collaborative Center and is involved with federal and state 
authorities and providers in program evaluation and system development. As 
part of INSP's new mission, CHSR is now seeking to strengthen its capacity 
for health policy analysis and research and to develop closer ties with the 
health system.



Director, Health Systems Organization



The Health Systems Organization Department within CHSR has been working 
particularly in the areas of accessibility, management and quality of care 
and now is seeking to expand its research and evaluation portfolio to human 
resources, essential medicines and technology assessment. The Director will 
lead a team of up to 20 researchers towards new goals, strengthening its 
capacity, consolidating and expanding its client base and significantly 
increasing its funding.



The Director will be a highly resourceful researcher, professor, leader and 
communicator with international experience and a proven track record of 
delivering benefits to health systems at national level. He/she will have a 
doctoral level degree in public health or relevant social science with 
sufficient number of publications and teaching experience to qualify for 
membership in the Mexican National Researcher System (SNI) and at the level 
of Medical Researcher Level "D" in the Mexican National Institutes of 
Health[1]. Interest in liaising with the public sector as well as with civil 
society organizations is a must. Ability to communicate well in both Spanish 
and English is also essential.



The contract will be for two years, renewable. Base annual salary will be 
approximately $587,000 Mexican pesos (approximately US$ 53,400), an amount 
which can be substantially increased from externally-funded grants and 
membership in SNI.



Candidates for this post should send their full Curriculum Vitae with a 
letter of intent by the deadline at the latest. Short-listed candidates will 
be requested to develop a proposal for the area, based on information to be 
made available. Candidates will be interviewed by a panel in Cuernavaca,

Division Chief, Health Policy Analysis



The Directorate for Policy and Planning has consolidated its capacity in 
economic evaluation and in the evaluation of the health aspects of poverty 
reduction programs, with a strong international component and a focus 
HIV/AIDS and in reproductive health. The Directorate is now seeking to 
expand its capacity for the assessment of policy options at the national 
level in a number of areas, including effective coverage, health system 
equity and performance and catastrophic expenditures. The Division of Health 
Policy Analysis will interact with scientists in other Centers within INSP 
and within CHSR as well as with the Ministry of Health and with 
collaborating scientists internationally to develop and consolidate this 
area within a two year period.



The Division Chief will be a resourceful researcher, professor, leader and 
communicator with at least 3 years of national experience. He/she will have 
a doctoral level degree in public health or relevant social science, with 
sufficient number of publications and teaching experience to qualify for 
membership in the Mexican National Researcher System (SNI) and at the level 
of Medical Researcher Level "C" in the Mexican National Institutes of 
Health. Interest in liaising with the public sector as well as with civil

Health Systems Scientists



CHSR has available a number of openings for highly qualified Health Systems 
Researchers to develop new projects in high priority areas. Openings can 
also be considered for more junior but highly promising researchers with the 
potential to progress to more senior-level positions within a period of two 
years. Among the priority research and teaching areas to be considered are 
human resources in health, essential medicines, effective coverage, 
accessibility, technology assessment and research systems.



Only candidates with a Masters' Degree or a doctoral level degree in health 
systems' related will be considered. Candidates should have a minimum of two 
years of experience in a research-related field or in health management.



Base annual salary will range between $233,000 and $301,000 Mexican pesos 
(approximately US$ 21,000 to US$27,000) depending on qualifications and 
experience, an amount which can be substantially increased from 
externally-funded grants and membership in SNI.

El Instituto Nacional de Salud Pública de México (INSP) es la Institución de 
mayor importancia en la investigación, enseñanza e innovación en salud 
pública en el país, con una trayectoria de más de 17 años. Cuenta con una 
plantilla de más de 160 investigadores radicados, en su mayoría,  en la 
ciudad de Cuernavaca, la cual ofrece amplias y modernas facilidades. El 
Instituto colabora estrechamente con instituciones de salud locales y 
nacionales y tiene  el apoyo de una amplia  gama de agencias financiadoras 
internacionales.



El Centro de Investigación en Sistemas de Salud (CISS) es uno de los cuatro 
centros de investigación que conforman al INSP, con una plantilla de 50 
investigadores. El CISS colabora con las autoridades estatales y federales y 
es también centro colaborador de la Organización Mundial de la Salud  y de 
ONUSIDA. Como parte de la nueva misión del INSP, el CISS busca reforzar su 
capacidad de investigación en el área de análisis y políticas en salud, así 
como  estrechar sus vínculos con el sistema de salud.





Director de Organización en Sistemas de Salud





La Dirección de Organización del CISS ha estado trabajando en las áreas de 
accesibilidad, gerencia y calidad de la atención, y ahora se busca ampliar 
el área de investigación en desarrollo de recursos, especialmente en el área 
de medicamentos y tecnología y evaluación de programas. El director sería el 
líder de un equipo de 20 investigadores, reforzando y consolidando sus 
capacidades, ampliando significativamente el listado de colaboradores 
externos e incrementando sus recursos.



El/la director(a) deberá ser un destacado líder en investigación, docencia, 
liderazgo y comunicación, tener experiencia internacional   además de 
antecedentes de entrega de beneficios al sistema de salud en el ámbito 
nacional. Deberá contar con un doctorado en salud pública o en un área 
relevante en ciencias sociales, con un número de publicaciones suficiente y 
la experiencia en docencia necesaria para alcanzar la calificación de 
Investigador del Sistema Nacional de Investigadores (SNI) y de Investigador 
en Ciencias Médicas "D", según los criterios de la Coordinación General de 
los Institutos Nacionales de Salud[2]. Deberá tener interés en colaborar con 
el sector público y  con organismos de la sociedad civil. Sus habilidades de 
comunicación en español e inglés serán fundamentales.



El salario base anualizado será de aproximadamente $587 000, y  podrá 
incrementarse sustancialmente con base en fondos externos y membresía en el 
SNI.



El proceso de selección será en dos etapas. Para la primera etapa, los 
candidatos deberán enviar para el 29 de abril de 2005, su currículum vitae 
completo y una carta de intención. Los candidatos seleccionados en esta 
primera etapa serán invitados a elaborar un plan de trabajo para el área de 
acuerdo con la información que les será entregada para tal efecto. Asimismo, 
serán entrevistados por un comité de selección en la ciudad de Cuernavaca, 
Morelos, México, en la primera semana de mayo y a el/la candidata(a)

Jefe de División de Análisis de Políticas de Salud



El CISS ha desarrollado capacidad en evaluación económica y en evaluación de 
programas de salud para reducir la pobreza, con un fuerte componente 
internacional enfocado en el VIH/SIDA y en salud reproductiva. La 
institución está en un proceso de definición de nuevas líneas de 
investigación que enfatizan el desarrollo y evaluación de políticas a nivel 
nacional en varias líneas, incluyendo cobertura efectiva, equidad en los 
sistemas de salud y prevención y gastos catastróficos.  El jefe de la 
División de Análisis de Políticas de Salud interactuará con científicos de 
otros Centros del INSP y del CISS, así como con la Secretaría de Salud  y 
con investigadores en el ámbito internacional para desarrollar y consolidar 
el área en un periodo de dos años.



El Jefe de División deberá ser un investigador, docente, líder y comunicador 
con al menos tres años de experiencia nacional.  Deberá tener un doctorado 
en salud pública o en un área relevante de las ciencias sociales con un 
número suficiente de publicaciones y la experiencia necesaria en docencia 
para calificar como miembro del  SNI e Investigador en Ciencias Médicas "C", 
según los criterios de la Coordinación General de Institutos Nacionales de 
Salud. Deberá tener interés en colaborar con el sector público y  con 
organizaciones de la sociedad civil. Será esencial contar con habilidades de 
comunicación en español e inglés.



El salario base anualizado será de aproximadamente $440 000, el cual podrá 
incrementarse sustancialmente con base en fondos externos y membresía en el 
SNI.

Investigadores en Ciencias Médicas



El CISS tiene disponibles plazas de Investigador en Ciencias Médicas para 
investigadores altamente calificados que  desarrollen nuevos proyectos 
prioritarios en el área de sistemas de salud. Los candidatos podrán contar 
con menor nivel y/o experiencia, siempre y cuando se demuestre  el potencial 
para ascender a nivel de Investigador Titular en un periodo máximo de dos 
años. Entre las áreas prioritarias de investigación y docencia  están: 
Recursos Humanos en Salud, Medicamentos Esenciales, Cobertura Efectiva, 
Accesibilidad, Evaluación de Tecnología e Investigación en Sistemas.



Sólo serán considerados quienes cuenten con Maestría o Doctorado en áreas 
afines a los sistemas de salud. Los candidatos deberán tener un mínimo de 
dos años de experiencia en investigación relacionada con el campo o en 
gerencia de sistemas de salud.



El salario base anualizado será, aproximadamente, entre $233 000 y $301 000, 
y  podrá incrementarse sustancialmente con base en fondos externos y 
membresía en el SNI.



Los candidatos deberán enviar su currículum vitae con una carta de intención 
antes de la fecha límite. Los candidatos serán entrevistados por un comité
