SUPPORTING SOCIAL INCLUSION THROUGH ADULT LEARNING

In June 2004 the Social Exclusion Unit of the Office of the Deputy Prime Minister launched their report Mental Health and Social Exclusion. This conference will mark the achievements of the past year in meeting the recommendations in the report, but will also discuss the work that needs to be done in the next year if we are to take this important agenda forward.
The report Mental Health and Social Exclusion is based on a clear agenda to modernise mental health services so that people experiencing mental health difficulties will be supported to access mainstream services, to tackle stigma and discrimination by supporting the social inclusion of people with mental health difficulties and to challenge the culture of low expectations placed upon people with mental health difficulties and to support achievement and success. The Report has set a performance indicator for education - to increase the number of adults with mental health difficulties achieving level 2 qualifications, and a performance monitor to increase the number of adults on Care Programme Approach accessing mainstream education.
In responding to this the LSC in their Annual Statement of Priorities noted that they "Will respond to the Social Exclusion Unit's report on meeting the needs of people with mental health difficulties" and that it would, "Publish proposals to improve services to learners with mental health difficulties". This represents a huge opportunity for the sector to respond to the wider social inclusion agenda.
