We use WebBridge to prefill ILL forms. We haven't launched this service officially yet, but it works well in testing and is so much easier than copying and pasting or typing the citation information on to the form. The user must put in their name, barcode number and password before sending the form. We use the same form, and charge the same price, for ILL requests and for photocopy requests, so we don't have to worry about whether the library has the item or not.

Ros,
I believe it is possible with WebBridge (Innovative Interfaces's link
resolver). We are not using online ILL forms because we charge for ILL
requests (in the form of prepaid vouchers), not to mention the uncertainty
about digital signature, but I know libraries in the US are using this
facility.
