The posting was " guess our options are to do if for a fee, or simply
refuse". No mention of a certificate.
Most labs wont do it anyway - so who picks up that charge?

While agreeing about the door this advice seems profoundly odd.
There is a requirement not for the test, but for a certificate of the
result.
Certificates are chargeable.
