A rockfill dam with an asphalt face or core is not your only option. Zoned
earth and rockfill dams have been constructed in areas where the climate
will not allow compaction of a clay core zone to conventional standards.
Two major dams that employed wet core construction are Wadaslintang Dam in
Indonesia and Monasavu Falls in Fiji. You may want to examine the following

We are going to design a dam where the weather is high humidity.
At first, it seems that rockfill dam (with asphalt concrete core) is a
good choice, but we have an important problem because this area has high
potential for earth quake.
I'd like to know that is there any failure risk for such a dam,
considering two different types of material, bitumen and soil, and also
low thickness of the asphalt concrete?
We will have the world if you answer the request a little sooner
