Sure does.
Unfortunately, the bigger arguments are made (in timeframe terms)
well in advance. Thus the 'smaller' ones then generate from internal
university decisions on how to manage the banding, and banding
changes when they occur.
Sounds like your place is managing the recent banding change rather
like a few others are doing (ie: creative writing is lumped in with
those who will gain from the over all funding band change, but only
after institutions individually manage the transition period by not
changing anything). Like running to keep still.
Of course, if you ever notice any departmental increased income will
be unlikely anyhow because by the time it could happen the new
student fees will have hit the UK (ie: those new, circa £3000, fees
arriving in 2006).
This is the argument from most institutions, in fact: that the HEFCE
banding changes should be managed by leaving their implementation
until after 2006 when the impact of the new UK fees structure will
equally impact on student perceptions of 'value for money'.
What students consider 'value for money' in creative writing terms is
going to interesting in itself.
