This makes me think of the equivalent Clinical Science competencies.. These
are meant to be the framework within which CSs work, they are not AT or ICT
specific, but would be interesting to compare with the DFEs requirements for
assessors (does this document exist yet - I couldn't quite make out the
wheat from the chaff on the link below).
Competencies in this field are a bit complicated, and seem to have changed
recently, but are:
- IPEM competencies (part of the CS training program called Grade A training
and PATRA) - though these seem to have disappeared (from the website at
least?)???
- Association of Clinical Scientist Competencies:

- HPC standards of proficiency:

- local competencies (e.g. ACT have competencies for Environmental Control
and AAC and soon for ICT)
As you can see - it's a bit of a mess (all of the above seem to operate
independently without talking to each other - but it would be interesting to
compare.
I also don't know how one would go about combining the above into an AT
practitioner competency (that was recognised by Asclini and HPC and IPEM)...
I'm assuming it would have to come from IPEM (and therefore will never
happen! /pessimism ).

The DFES with a Quality Assurance Group have now set up a framework for
auditing all the assessment centres and suppliers who support students who
apply for a Disabled Student's Allowance. We shall be training auditors in
the summer and the Central Administrative Unit will be based in Manchester

Much of the quality assurance framework covers many aspects of the service
offered but it also includes continual professional development logs for
assessors. Perhaps if we can all get together we will be able to offer more
wide ranging courses that cover health and safety as well as the issues that
arise in transition from school to college. We tend to include items such
as assistive technology use within a learning and teaching environment and
individual preferences, learning styles, skills and abilities in an aim to
improve the match between the person and available AT. .
However, I am concerned that we are not making time for reviews, reflection
and outcome measures so maybe this is also an area where it would help to
share knowledge.

Good to hear from you, in response to your suggestion that there are no
individuals available to carry out adaptations to students equipment I feel
compelled to say that there are many "bodies" (outside the remit of the
NHS,) in education whose existing roles involve supporting IT in the
learning place, and as if by magic these guys become responsible for all
aspects of AT too. Furthermore there are also people responsible for
assessing the AT needs of students entering H.E. under the Disabled Students
Allowance scheme. Who regulates them in terms of safe implementation of AT?
We have had this conversation in the past I know but there the potential to
do the wrong thing for the right reasons in education with the student
picking up the tab for the lack of communication between the agencies. If
there are guidelines for safe practices in education AT supply/support
(other than the MHRA report on access equipment) do you know where they may
be accessed?
