I think the answer as to what should be provided by the landlord, in both
situations described, may well lie within the terms and conditions of the
tenancy/leasehold agreements that exist and to which all parties will have
subscribed. The appropriate professional advice - be it Access Consultant
or Lawyer (or both) - should therefore be taken.
It is not uncommon for people moving into 'sheltered accommodation' whilst
they are in their mid fifties/early sixties to find that as they get older
it is no longer suitable for their needs.
