Sorry about this long email, and if I have misunderstood the thread.
1. I actually dropped membership this year for a range of reasons, none specific to health librarianship. So apologies if I am too out of the loop. I'll try and do a short message about that,too. Would take too much time to do in my lunchbreak!
I have just rejoined, as I need member's course discount for work. I am in my first charity job where there has been a (small) budget for training. The costs of training is still prohibitive, but not quite as bad.
Eyewatering fact: A CILIP half day course on copyright looks useful. It includes 2 and half hours of teaching (150 minutes). Non-members have to pay £188, which is more than a pound a minute! Members are £135.13, hence the need to join but still expensive.
2. The problem with not voting is that its not possible to show that you are refusing to on the grounds of concerns about CILIP rather than just apathy? Easier for Executive to undermine Council if they were elected by a small percentage of the membership.

Are there problems with Executive not recognising the overall authority of Council. If so, the basics of the practise and structure of a registered charity have gone completely wrong (unfortunately, they often do in the this particular area).
Council is in absolute charge of CILIP- in practice and legally-, and make the big decisions on policy/strategy. Executive manages the implementation- they are directed by Council. However 'Sir Humphrey-esque' the Executive may be, its their role to implement policy, not decide it, and they have to report back to Council. As a membership organisation, Council also has the extra validity of being elected.
PS is there any evidence that the public library sector is the most undervalued and poorly paid? I'm not saying this as a challenge, but just because, sadly, I suspect that there are an awful lot of underpaid/undervalued LIS people in other sectors.
