That's exactly the role that rpms et al take. The make dist should funnel
into a make rpm (or something similar) to create source rpm and thence
binary rpm. [and I'm using rpm as an example, not the only binary
package]. We have previously agreed not to get sucked into creating our
own private binary distribution format.
Enough information exists in the component.xml files to build a .spec.
