It's not writing the javadocs that the problem, I just find them
hideously hard to read, which puts me off writing them in the first
place.
POD is easy to write, and easy to read which makes it a lot better in
my view.

Astro::Catalog sits ontop of the above module (Tim, it's now been
renamed Astro::VO::VOTable). Last time I looked (late last year) it
didn't, but I've just downloaded the latest snapshot and it appears to
(it certainly has the relevant classes).
I haven't tested the new version yet, so don't know whether it works
out of the box yet or not. It doesn't support VOTable 1.1 though...
