The XML structure of VOTable documents is not all that complicated.
Assuming there's a Tcl XML parser somewhere, it might not be all
that difficult to roll your own VOTable parser which would work for
'most' cases (TABLEDATA only - doing it for BINARY and FITS would be
considerably more work). How easy it would be depends a bit on
the details of SSAP - I can't immediately find the specification so
I don't know about that. If you get to the stage of wanting to do
this but lacking the VOTable stuff I can probably help.
