I don't know the situation in the U.S., but we are able in Canada to
prepare course packs through our bookstore. If a book is out of print,
they can copy the whole book for a $10 charge to each student who buys it.
However, that may not work if there is a hardcover version available. You
can use a certain amount from each text you want in your course pack, and
the bookstore handles the copyright.
(The publishers, etc., do get paid -- so this is not depriving them -- but
it would be much better if the publisher would continue to offer the
publication!)
