...and that's safe, because the STARLINK Makefile variable is always
present (guaranteed by starconf.m4) and always substituted.
I've added this to SSN/78 (along with the starnnn.htx_tar.extras
nastiness). I'm not sure that the explanation there isn't complete
gibberish, though, so would happily have comments.
