That seems a very heavyweight solution to a basically simple problem.
It seems overweight even to have the numbers in a database rather than
a checked-in flat file.
Is any particular purpose served by having these in a database, which
couldn't be equally well served by dumping the database table and
checking that in, then uploading it to the database on the rare
occasions when changes are necessary?
