It may have been in Kent registration county if it was close to the
boundary.

It is true that straight error may be a factor. Within the last few
years I have seen Rye reported as being within Kent.
The parish (prior to the 19th century revision of boundaries) was an
ecclesiastical division, unrelated to the county. This did not stop it
being a local administrative body in some instances.
