From my knowledge of French, I would guess MNE stands for "mesures
nationales d'execution" (national implementing measures).
Hope this is correct and of some help!

Is it just me, or has the list gone quiet recently? Perhaps we're still in
summer holiday mode - or frantically tackling the backlog on our return to
work... Anyway, I've got a question for anyone who is still out there: I've
come across the phrase "MNE pas nécessaires" in the implementation sector
of English Celex (record for Directive 2001/23). I gather that it means
implementation isn't necessary, but can anyone tell me what the abbreviation
stands for and - if possible - give a rough English translation? Changing to
the French version of Celex didn't help, unfortunately.
