The conclusion that implementers use PURLs is likely to at least provide external consumers of a URI with a reasonably dependable level of persistence, however it might be worth pointing out that ultimately there needs to be a human commitment to the persistence of the identifier in relation to the resource.
The assignment of URI as you describe in section 2 for persistence implies a broad mechanism for naming authorities and appears to hinge on the DNS. The introduction of the option of the "info" URI however addresses other naming authorities. Is there an issue here that will affect the final authority for the persistence or authority of identifiers associated with a given resource as proposed in the guidelines?

I took an action at the last meeting of the DCMI Usage Board to write up
some guidelines for assigning identifiers to metadata terms.
The current DCMI encoding guidelines and the draft abstract model require
that all terms (DCMI terms and others) are assigned URI references before
they can be used in metadata application profiles. This document attempts
to provide some guidance about how to assign such identifiers.
