Yes, the behaviour is strange. If you have several LBs listed it chooses
one randomly, but as you say it always takes the first RB unless it's
down completely. I thought I had reported that in the past but I can't see
it.
Another problem is that you can only have one myproxy, see:

That's partly because we aren't really using myproxy correctly. They
should be very secure machines (they store everyone's long-lived proxies)
so there should only be a few of them and they should trust all the
brokers. Even then, though, you would really like to be able to specify
multiple myproxies as a fallback.
