Well, to claify, we are using Zope as our CMS, and are customising this
system's (XHTML) output to conform to WCAG, although it remains to be
seen how much we can make it compliant. This will ensure the actual
interface is compliant, but the issue we are considering are the actual
documents that will be uploaded by staff users. The whole idea of our
CMS is to give departments / non-technical staff the ability to upload
and manage documents.
Documents are mostly created in Word, although we are considering asking
departments to convert these to PDF before uploading, which may be more
accessible due to features in the acrobat reader interface and support
by Jaws. The consensus from people who replied to me was that HTML is
the best option, it's just that there are technical skills needed for
users to do this, otherwise we are reverting back to a situation where
the control over document uploads/ management is out of the hands of
staff. Maybe a wiki is the solution, which can be done in zope? Thanks
