I'm not sure I agree with Lorna and Paul here: a value in 6.3 could be
telling you that either 6.1 (cost) or 6.2 (copyright and other
restrictions) is true.
I think Andy's original proposal (way down at the bottom of this message)
is flawed because it doesn't use 6.1 when "Payment required".
