I think HP in Puerto Rico is the first commercial site, although they

MDS is always a bit flaky. There seem to have been times when it died at
several sites at once, I don't think anyone knows why!

I think there are quite a lot of fixes in general, e.g. in the broker and
data management as well.

Whether sites are used for production or not depends on whether they are
in whatever bdii is used by the broker, so if sites just want to be used
for tests they should make sure they don't get added to the core zone or
to experiment-specific bdiis.
