I had a quick look at this for some reason, and it's some variable like
SHLIB_LD which the itcl autoconfing works out, which is blank for some
reason, so that the command "$(SHLIB_LD) -o libitk3.1 ..." is turning
into plain "-o libitk3.1 ...". I _think_ it's something in itcl's
autoconfing, rather than ours.
